Meet Your Professional Team

Scott D. Fletcher, JD, is the owner, President and CEO of Premier Plans, Ltd. Scott has been in the third-party administration field for over 27 years. He formerly practiced law in Arkansas successfully defending hundreds of retirement plans from audits by the IRS and DOL over the years. Scott now focuses solely on his third-party administration work, putting his legal training and background to work for his plan clients. By maintaining close relationships with ERISA and tax lawyers, Scott makes PPL the ideal retirement plan administration firm for his clients. Scott’s knowledge and insight has been an invaluable asset for countless clients. Over the many years in the field, Scott has emerged as an expert in the pension arena, having spoken at numerous public events, continuing education seminars and even testifying in court as an expert witness on pension issues. Mr. Fletcher graduated with a Bachelor of Science degree from Millikin University in 1988 and with a Doctor of Jurisprudence degree from Southern Illinois University School of Law in 1991.

Desha L. Kyzer has worked with Scott for more than 24 years and has more than 24 years of experience in the third-party administration services industry, including more than 15 years of management experience. Desha oversees client services, implementation and client relations. By maintaining a close relationship with PPL clients, Desha is able to offer friendly assistant to clients in a timely manner by telephone and email.

L - Liberty. PPL provides a wide variety of plan types and services, including start up-plans and take-over plans. The plan types can range from profit sharing, safe harbor 401(k), money purchase, defined benefit, cash balance and more. We assist with determining the most suitable type of retirement plan document for each client's unique retirement plan needs. This service includes consideration of prototype, volume submitter, and even custom-designed plans for either defined contribution or defined benefit plans. PPL is a sponsor of its own, IRS pre-approved Volume Submitter Defined Contribution plan and it own Master and Prototype Defined Benefit plan, which clients of the firm can utilize. Employers who partner with PPL have the liberty to choose from a vast array of plans to find the one that best meets the needs of their business.
